I think it might be brake and wheel related . . .no other markings. Not looking for guesses, I would like to know the application. You might find a pic online Description: These were mounted on a roll-around tray base, that held the sizes of weights. Then two fixed, upright steel posts with a pair of bearings on each. You had a large solid shaft that went through the rim center hole, using adapters to fit each wheel design. Now set that axle and wheel on the bearings and heavy spot goes to the bottom by gravity. The piece you have shows where, and what size of weight is needed.
