jack storage hold down clamp in trunk

My 1962 Dynamic 88 has the original jack and tire iron, but it appears there is part missing from the hold down bolt in the trunk.

 

Can someone verify the correct way the jack should be stored and held securely in the trunk when not in use?

Speaking of salvage, is there a particular individual who is the "go to" guy in the antique Olds community for parts?  Someone the equivalent to Dave Tacheny for '37-38 Buicks?

 

What good sources are there for salvage parts?
