What could this be

This came with a bunch of part's that i got from a Buick guy. Mostly Buick part's. I have no idea what it is so i thought i would ask the pro's. It look's like it may be a valve of some kind from the 20's or earlier. the only number i could find on it was a inked stamped # 45.

Whatever it is, it looks like a sheathed cable of some sort like a choke cable clamps to the bracket and hooks to the pin. I can imagine a cable that has detent notches at the knob in order to set or turn to loosen.

Curiosities interest me unduly, perhaps. In light of what Keiser31 pointed out, if the attached cable was a usual stiff wire cable, then that indicates this "valve" was operated by the cable, rather than the other way around. (A vacuum dashpot wouldn't push the stiff cable alone.)
