I just noticed that that's a boat trailer.

I had to look twice to see the grease fitting on the end of the axle. Based on the overall rust, it appears to have spent time IN salt water.

Nope, it's the shoes themselves. They are non-backing shoes. They only work going forward. There's a cam on the shoes that keep them from engaging in reverse.

Wouldn't want to jack-knive the trailer while you're putting the boat in the water.

Wouldn't a regular trailer with surge brakes have the same setup?
