I believe the intent is to honestly describe the car as a total restoration project for the experienced or ambitious only. It is not complete. It is not rust free. It is not anything other than a textbook case of "before" (and hopefully one day "after") resurrection project for the intrepid Packard devotee. As I understand it, the car was rescued as a result of a zoning ordinance action regarding junk cars on a property...so it must be, well, you know, if it walks like a duck and quacks like a duck...
