Yes, it's an engine serial number, which was used as the VIN by many states back in the day. Looks like a previous owner didn't know it was the engine serial number and stamped it on a tag. Not the first time I've seen someone do that because they were unaware it was the engine serial number. Also possible that they swapped engines and discovered that the old engine serial number was used as the VIN only after they made the swap and then made a tag to match the title. It would be good to check the engine serial number of the engine currently in the car.

For 1930-1934 the first two digits of the job number are the last two digits of the model year. Job 30122 is for a 1930 model 68.

The frame number is correct for 1937. Buick didn't start using a numerical plant code at the beginning of the frame number until 1938. In 1937, Flint didn't use a plant code, C was used for South Gate, CA and L for Linden, NJ. In 1938 it was 1 for Flint, 2 for South Gate, and 3 for Linden.

What it tells you depends on what side of the engine it is from. Since it is 9 digits long, I'm guessing it is from the driver side of the engine, which makes it the car/engine serial number. This number decodes as follows:

006709 = sequential number, range for KC was 001001 to 032090You said you were working on an Invicta, if this was the original numbers matching engine then the engine serial number should start with a 6 and match the serial number plate in the driver door jamb. This engine is from a LeSabre, so you will need to find the engine production code. The engine production code will be found in the same location on the passenger side and it is usually less than 9 digits long. Bill listed two of the engine production codes used in 1960, the complete list is:
L3G = low comp. 364 V8
3G = 364 V8
4G - 401 V8The format AB123 didn't start until the 1963 model year, so in 1960 the numbers following the engine production code are a sequential number, which can be upto 6 digits long since 1960 Buick production was 253,999. My guess is the engine production code will start with 3G, making it a 364 nailhead V8.

The assembly manual I got from ebay, it is mostly y-body (Skylark). The dealer letter I found on-line. The date on the assembly manual page is August 14, 1963. I've updated the scan in my previous post with a scan of the entire page.

I've attached to pictures, one is from the 1963 Buick assembly manual and the other is a Dealer Service Information letter (see last paragraph). Both mention the three digit number. The highest number I've seen on an engine is 757. I've seen one POP with 770 and this post references one that is 778:

Buick was known to use an I for a 1 and a b for a 6. Perhaps it is a 1946 but wasn't imported until 1949? It wasn't unusual for the importing country to use the year of import as the year of the car. If you find the body plate mentioned above it will have the model year listed on it. The plate will look like the one in the attached photo. As you can see from the photo, in 1946 the serial number plate was attached with screws, so it would be easy to swap with another.
