Toguia: The Plymouth photo shown appears to be lifted from the internet, and not actually the car you are working on. Are your windshield wipers mounted above the windshield (on the front edge of the roof)? Or, are they mounted below the windshield on the cowl? I may have a good, never-installed, driver's side wiper motor for you. John

It's also possible one or more of the flexible brake hoses has deteriorated on the inside, failing to remain "open" under vacuum. In essence, this keeps the brakes partially or fully on. These hoses can look 100% fine on the outside, but they still aren't good.
If the three(?) flexible lines weren't replaced as part of your recent brake job, I would do so now. Good preventative maintenance, even if they aren't the cause of your problem. John

I've had a couple of 1964 IMPERIAL's over the years. The original 413 engines in both cars were very evidently painted turquoise. Does the engine in this IMPERIAL for sale look blue to anyone else? I'm a bit color blind, so I'm asking this question gingerly. John
