from the rust I think it is part of the breather assembly (choke)heater used in early smog system the shape looks like early 70s ford here is a picture of what I think it resembles

to possibly add to what lump wrote the rib on casting was to hold a sheet metal housing that hot air pipe fit too.it was either a tin tube that ran too the air cleaner it was also a flexible tube on some years.notice the holes they were for rivets to attach the housing

unless picture is flipped strange that the hand is upside down.not convinced it is auto turn signal because of hand being upside down

a poor ground will cause the hot cable due to resistance.if nothing else it was fun reading some of the answers.I think your answers were filtered out Rusty as no one noticed your battery comment in the first few posts.

those look very similar to 50s ford they mounted on the firewall.the pins sticking up were studs for circuit breakers.then again they may be for another thing altogether the clips held glass fuses

they were used by a lot of makes at least up into the 50s if not later.the bolt hole spacing may help

I agree with Matt on the toll thieves that was my first thought.apparently they are going to look into no matter it will bill taxpayers as usual for a rush(read RASH) by our donald to draw attention from real needs

it is either a problem with the" NEW "master or the rod length not allowing the return of fluid to master as you have pretty well eliminated any other possible problem.remember new does not mean it is perfect.they coin them defective
