It is a gloss black, but the newer catalyzed paint have a higher gloss than was available in 1930's and 40's. A semi-gloss is not shiny enough. I would go with a single stage gloss black urethane or powder coated. If you want to as authentic as possible, sand with 1,500 wet or dry, and then gently polish the paint to bring back a gloss.
