1939-40 era Chevrolet shortened cabover chassis(only)looks like after market 18" wheels with rollable tires

This came out of an estate sale,there was no body and the family didn't know what might have happened to it. The engine looks complete except for the carb. I sprayed penetrating oil into the cylinders but it doesn't turn over by the fan. I think the wheels are really neat looking after market,they are 18" and appear to be the safer lockring type,there are a couple loose 20" wheels there that are probably original and included. The steering and transmission lever are stuck. The chassis looks like it was shortened to be a doodlebug,why I have no idea,the driver would have to sit on a bar stool to drive it. For sale as it is,no parts sold separately. $995 here in Cheyenne,Wy,delivery to the Chickasha,Ok prewar swapmeet in March is a possibility. Last note,the family had no title to it so I can give a bill of sale only. Please PM me if interested.
