Is this a steering wheel part? & if so what vehicle

I have a friend that has this part that looks like a center for a steering wheel. The button and spring will lock into the outer part.  It looks like a horn button.  The back side with all of the holes are threaded.  Does anyone have an idea what it is or for?

It sure looks like a steering wheel centre, that fits a wooden spoke steering wheel, probably late 20's. don't know what make.
