'39 Heat Risers

I have some questions regarding the plugging of heat risers. My heat riser valve is non functioning as the butterfly has been removed. The base of the carb becomes very warm as a result. My questions are, has anyone blocked the exhaust gasses from entering the heat chamber of the intake manifold? If so, how was it done and what was the result?

I too had one that did not function, and I do not drive the "Baby" , a 1940 series 90L Buick, when the temp is under 40F.

When I had the manifold off last year, I fabricated a new plate from a piece of 10 gage and welded it to the shaft in the closed (all gases to the exhaust pipe) position. Drove all summer long with out a problem.
