What was this used for....?

3 1/2" diameter and 1/4" thick made of pewter...obviously a Silver Anniversary medallion of some sort but does anyone know what it was used for.

Guesses so far...

1: Part of a dealership plaque (my guess)

2: Glove box lid emblem (my wifes guess, too heavy though)

3: Early road rage weapon (my sons guess)

....?

I would guess a handout coaster for anniversary celebration

The woman I bought it from thought it was a coaster too but the edge has a lip like it was recessed into something else, wood, brass... who knows?

I have something similar that was inside a glass bowl when I received it.

I managed to break the glass, so now I'm left with the paperweight.

My best guess was the center of an glass or copper ashtray, they did copper ones of the 1933 worlds fair with smaller pewter medallions in the middle.

Here's the one I have. Measures about 2.5" across and is 3/16" thick.
