Right Front fender for what 20's car?

Another un-identified right front fender. Can you tell me what it is?

It’s 9 ¼” wide on the fender top

Measures 54 ½” long front to back

It has a separate sheet metal (welded in place) inner splash shield down to the frame

rail with a fender support.

Where the hood opening would be there is a 2 ½” lip that appears to go up to meet a hood. What is it for? Fender #2F
