I would simply try contacting the WV DMV with as good information as you have, and see what they have to say. Mostly because they had no reason to enter the information and the paper records were all pretty much thrown out. I have a '41 Buick title and vin tag that I put in storage back in the early 80's and kept it in case I ever got another one with no title. In those days it was very difficult to get that mess sorted out. Anyway, a cousin of mine works up at the motor vehicle dpt and I asked her if that were still any good. She told me it was and told me how the records were handled and that as long as it was stamped "Stored" they would really have no way of knowing otherwise because all that previous information was pretty much gone.
