Things to look for , restrictions in pickup screen, some guys use lots of silicone to seal things and it gets to the oil pan and plugs the screen. Does this engine have lots of blow by? Seen this before where badly worn rings pressurized the crankcase and oil can’t return. Bought a car once that had that problem( I knew it needed it’s motor done) and starved it of oil pressure. Can the oil return to the oil pan? Again if returns are plugged and slowing the return of oil can starve oil pump. Is oil pump healthy? Is it’s pressure relief spring weak?
Just some things I have found in any kind of engine.
I hope you get this fixed. It’s a sick feeling when the gauge drops off -

thats a 1929 or newer carb. 28 had 3 screws on float cover

on ebay he seller name is "sat1966" and he is from Geneva,Ohio.
he makes the exhausts off of prints. Mine was exact

there is a fellow in Ohio that makes a exhaust real close...….I bought 1 for my 1928 and fit great!! real happy with it. I'll look up his name but I found him actually on ebay….I know.... but lad I did. he sells them in aluminumized or stainless.

If I missed a page in this, let me know. I think you are missing part 3.421 This is from the big book of parts. There are 4 listed for 1928. If yours is domestic model 54 then it is 18 11/16". Not sure where they take their dimensions from. You may want to verify the dimension from another rod on your car (my book has spark rod lengths also) to verify how they measure these, or you could a wait on Werner as his could be the same but he may have an export model which may differ? You could also make a list of the rods that will work and create a wanted ad and see if anyone has a spare one that would work for you.
