If there are no brake fluid lines or vacuum hoses connected to it that's probably because it isn't operating and has been bypassed. These units can be rebuilt. A '55 Stude should stop fine without P/B, but there is a difference in the brake pedals used. An original P/B car has a shorter throw with less leverage on the pedal.
