Cars that used them, needed one for each side. Some sets required two, a right and a left, mirror images of each other. Some cars used ones that could fit either side. Your top photo requires a mirror image, the bottom one might be for either side (can't see all dimensions in a single photo). They were common on cars as early as 1910, and well into the 1920s.
