67 Riviera headlights wont go up or down

I have a 67 Buick Riviera n my headlights just stop working they come on but wont go up or down i used a jumper wire from positive battery to motor terminals n they work so dont tgink its the motor any suggestions would be appreciated

Makes me glad me Toronado's headlights are vacuum operated! Though they also have their crotchets.
