The headlights being higher than the radiator indicates a 1915 or 1916. The lights would also have to be slightly to the rear of the radiator. The angle of the picture might make it look like they are in front of the radiator. Jack Carpenter's comments that have been added says 1917-1920. But in 1920 the rear fenders came down further behind the back of the tires.
