1940 248 Vacuum Fluctuation Under Load

I have a vintage vacuum gauge mounted under my dash so I can monitor engine performance. I have been noticing that under load and below about 12" of mercury that I get a steady rapid fluctuation of the needle, moving appx 2 inches plus and minus for a 4 inch total swing. I have not been able to get a video yet as it's a bit dangerous trying to shoot while driving!

 

Any thoughts? Recall I had the head off and a valve and ring job last year.  Maybe valve springs?
