It is locked up, but may be rear wheel or belt to torque converter. I have to many toys, i would love to keep, but need to move some stuff out for someone to enjoy. It will makd a neat project. Scooter was made in France, parts are available, I have a very complete parts assembly book in ENGLISH. It was designed in Germany, sold tooling to DKW corp the gun maker so they could add products to their factory. Unit is in Indianapolis, In. I may be able to help with shipping.
