1920 dodge brothers 25" straight side rims

I have 5 25" straight side rims. Two of them have a hole where the valve stem goes through the rim. Three of them have the same hole where the valve stem passes through the rim but in addition to the hole is a metal sleeve that would be approximately 1/2" long. I assume this sleeve or lip would fit into the wood fellow thus not allowing the rim to rotate or slip on the wheel itself. I am looking for advise as to which design would be correct for a 1920 Dodge Brothers Touring car. Thanks for your help. Dale
