Studebaker Fender Spare Mount Bracket

This a bottom fender mount spare bracket. Can someone please tell me how this bracket works? Does the arm come off? Is there parts missing from the top inside, key barrel perhaps?

That is an Oakes spare tire lock. There is supposed to be a round lock that snaps inside to cover the bolt.

To explain what the Oakes lock part does; The lock is just a way to hide a nut or bolt that holds the tire lock onto the car. The backside of the Oakes lock just has 2 retractable latches that hold it into your part.

Oakes lock cylinders came in 2 diameters that I know of. The one on Ebay is the larger, more common size. The smaller one was quite rare as I recall when I needed some about 30 years ago.
