Anyone identify these 2 items?

First is a whistle with control valve, probably intended for use on engine exhaust.

Second is an accessory carburetor with it's special manifolds for running kerosene in a Model T Ford engine. The rest of the setup included a steel plate shaped like a head gasket intended to lower the compression ratio, a small fuel tank that mounted on the cylinder head, piping and an instruction sheet.
