It appears that a GM vehicle of your vintage with EEC (Evaporative Emission Control) has 3 vents on the fuel tank. A non-EEC vehicle has either 1 or 2 vents. I'm not sure where these vents would be located. Obviously they should be on the upper section of the tank or filler neck. Back in those days, the vents were not yet integrated into the sending unit.
