It's not a pre-war but post-war Delahaye. The radiator badge is of GFA style (Delahaye joined GFA group during 1940s).

Walt: The French 1933 Ford appeared to have Marchal headlights, difficult to tell for sure from the angle.

I don't think there is any significant difference visually. The difference is in the mechanical side (engine, brakes etc.).
