39 Ford at JazzFest '06 w/interesting plate topper

Here is a detail view of the plate topper. Note the wording: "EVERYONE KNOWS PETE," also the bicycle, race car, and (likely elm) tree. Does anyone know anything about the origins/meanings of this topper? Unfortunately we don't require car registration for the Jazz Festival, so no idea who the owner is either.
