If you purchase a motor vehicle from an individual the sales tax will be based on 80% of the Blue Book price. The only way you can beat this is an appraiisal from a licensed car dealer or authorized appraiser. If you buy a junker the Blue Book price still applies.There is an old saying in Texas, "No man, woman, child or dog is safe when the State Legislature is in session."
