steamer eccentric gear?????????

That's probably a valve gear eccentric, for controlling the valve action in the steam chest above the cylinder. Steam engines almost always were "double acting", meaning that steam worked against both sides of the piston, in an oscillating fashion, giving a single cylinder steam engine the effect and function of two cylinders.
