I have a question about a 92 olds cutlass ciera

HI everyone,

I have question I hope you can help. the car is a 92 olds cutlass ciera, that my uncle purchased new. It came with the theft deternet option, where u have to turn on the directional to start the car. WEll my uncle recently gave the car to my dad, and we are having some problems. It will not start, it is not the starter, battery etc, and when we move the diectional back and forth there is alot of weird things going on but never starts. We think it is the stupid thert deterant. We have been trying to locate how to disconnect it but have no clue, anyone have any ideas or options, becuase I am lost.
