Automobile Wooden Spoke Wheel Identification Needed

Here is a set of 12 wooden spokes and steel rim / hub wheels that I have had for years, I understand that they might be for a Buick and from the 20’s or 30’s.  They are definitely different from your average wheels shown on-line, especially with the addition of the outer rim having what I call cleats mounted to them.  Where they a special design for farm work or something else?

The rim clamps were just whatever they had laying around, not an indication of what car the wheels came off of.
