have gas pouring out of vent hole on top cover of carb

Probably float stuck with needle open.  Tap lightly on the float bowl with the handle of a screwdriver or better yet take the cover off and look inside.

 OK have cover off float and needle removed anything else to look at or check before putting back together

( one thing not very confident about is carbs and trans) ok I guess that is 2 things

You can run the engine with the top off the float chamber.  That will tell you id it is shutting off or not.  Make sure the float moves freely and that it floats.  Hold the float up or the needle down until the engine stops to make sure it doesn't stick at the bottom.  Then restart and make sure the float shuts off before the chamber overflows.
