1916-18 automobile license, not a plate

Just looking for info on these lod tags, any help would be much appreciated. I'd think if they were chaufeurs license's they'd be marked as such. The leather strap they are attached to is how they were found & seems to be the right length to go around the steering colomn of a auto from that period. The one on the left is made of brass & reads New Castle Auto License No. 19, 5 Passenger 1916 - 17, it measures 1 3/4" X 1 3/4". The second is aluminum & reads New Castle Auto License, 20, 5 Passenger, 1917 - 18, it measures 1 1/2" X 1 1/2" . <A HREF="http://marsellz.11net.com/nclicensetags.JPG" TARGET=_blank>http://marsellz.11net.com/nclicensetags.JPG</A>
