my'63cutlass with roto-hydramatic will not shift,HELP ME PLEASE

i just bought it on ebay.i was promised it drove&shifted well.

it does not.reverse works as it should.all forward gears do too

but will not shift out of L.when in L or S & u let off acc.ped

al it drags down to a stop like a downshift to L does.when in

D & let off acc.pedal it doesnt,it like free rolls like in N.

i guess its trying to shift.i know about the T.V.linkage,must

be exact to shift@correct speed,but it will not shift at all

at any speed,so ive dropped pan&noww b4 i install new filter&

fluid,what can&should i check or do?i heard about sticky valve

in C.V.A.&Governor but have never touched any b4&heard C.V.A.

is nothing for me(especially on my back)to mess with but can i

at least clean&spray it with like WD & move the parts back&fort

w/o removing?does pan have to be off to get to governor?i know

ujoint,yoke&ext.housing must be removed,but does the pan?if it

does not i was planning on installing new filter,pan&fluid &

test for shift,but if pan needs to be off then i guess ill

check the Governor while its off.alsoshould i flush trans too?

this is how i was told:install new filter,pan&fluid to correct

mark.disconnect return line from rad.& connect a hose to fittng

&other end into clear jug.start car&run until fluid is new or

clean(about 30sec.).shut off car&reconnect&refill.true?please
