difference in seat belts?

I'm tring to figure out if they should "lock" when you step on your brakes. Like all my other cars, there is slack until you step on your brakes and then they lock up to keep you from going forward. I cannot get my seat belts to "lock up" so what good are they?

Can anybody help me understand this? <img src="http://forums.aaca.org/images/graemlins/confused.gif" alt="" /> Do I have a problem?

Answer is yes, they should lock when you stop abruptly. There is a pendulum device that swings forward during rapid deceleration (as in impact) to lock the retractor and keep your nose off the horn button. Actually no direct connection to brakes; no electrical device to lock it up. Seat backs are similar.
