I have seen several posts stating that the special tool required for the torsion bars is available. Does anyone have contact information for a current supplier of the tool?

Bob Berg of Colorado did make repros of the J6069 tool. I purchased mine from him, but I'm not sure if he still makes them or not. He is in the PAC directory. He also made the headlight tool to remove the hdlt switch bezel.

Does anyone have Info on how to contact Bob Berg?

I tryed about 6 months ago when I needed a tool for '56 dash bezels, but could not find a phone number or email address for him?

Internet search only comes with a Bob Berg that was a saxophonist that passed away several years ago.

I ended up having to make my own version of the dash tool also.

FYI, if you can't find the J-6065 or repo tool, then you can use chains & nuts/bolts to accomplish the torque arm retention. See my website for illustration.
