1941 Buick compound carburetor manifold damper valve

This might be the most basic question ever posted, but it goes: How does the damper valve work on a Buick compound carburetor (circa 1941)?  I read somewhere (and now I can not locate) that the counter weight should move freely.  Mine “sticks” when rotated clockwise while viewing from passenger side.  I assume that it is actuated by demand air flow, but this is a guess, which is something I avoid.  Any knowledge on this feature would be appreciated.
