They are new in the original box. The box was opened to photograph only one. Wheel locks are included. These may fit other 15 inch steel wheels. I bought these a few years ago from a local speed shop in my area. They come from a company named Delmet who I believe make wheel covers and rims. I never put them on the car or even took them out of the box. I paid $260 plus $20 for the set of locks and have the original bill of sale. I would like to receive $100 plus whatever the actual cost of shipping is. I don't believe it will be too much via UPS. I am located in Airmont NY about 35 miles North of New York City.
