Well, if that hood ornament was an elephant, this would be a Bugatti. But I don't think so...

Is there any way you can clear up and magnigy the center of one of the wheels? There may be some sort of insignia there.

Sorry - I have been given only a rather poor photocopy from which to work.

My hope is that the front/rear brake configuration will be a give-away to the make of vehicle.

I like your Type 41 reference, though!

Hi, My first impression was that it was a Le Zebre but upon reflection the top of the radiator is not quite right for that make although the lower curve is typical. You might try the European site: prewarcar.com. This seems to be the fonthead of all knowledge concerning European cars. Someone will probably come up with an answer in hours. Good luck!
