[Wheel lock for spoked wheels?]

I have a lock that seems to be for spoked wheels but I can't find anything on the net about it.

I assume it clamps around the wheel and acts like a boot device.

It says on the tag "The Security Auto Theft Signal Co Ltd." and was patented in 1914.

Any idea of its value?
