[1924 Buick 24-6-41 Starter will not spin when pedal depressed]

I just purchased a 1924 Buick 24-6-41. I have ensured the engine is free. I am able to spin it using front crank with plugs loose. I replaced 6v Battery and both cables. Headlights illuminate with switch and key on. However when I depress the starter pedal, nothing happens at all. Is there a way to jump start the starter/generator?  I have not previously owned a vehicle of this vintage so I’m not familiar enough to try this without some advise.  Thank you all for any assistance.
