The DMV may issue new yellow and blue if they get enough orders by December 31. They are called legacy plates. This is a different program than the year-of-manufacture plates, which has very strict rules. These are new plates and you can put them on any year. Each style has to have 7,500 pre-orders by December 31 or they kill that plate color. Black plates already have enough pre-orders, but the black-on-yellow and the yellow-on-blue need more orders in order to qualify!
