Windshield wipers (High and Low controls)

I have been happily driving my 89 Reatta since early August. No major problems what so ever. So now I ready to tackle a small problem:

My windshield wiper will work when I switch on the low control, however when I switch to high setting, it does not work. Can someone tell me what is going on and suggest a fix?

There are several contacts inside the control and it may be bad.

The manual indicates you need to do a wiper motor input voltage test.

This test is probably the same for all year Reattas and you can find it on line at www.reatta.net (1990 service manual) see section 8A-91
