I have a mopar book that covers cars from 1936 - 1942. It states that if the engine has cap screws tighten to 65-70 ft-lbs and if it has studs with nuts tighten to 55-60 ft-lbs. Make sure all the threads are clean. There is also a sequence for tighting them (I can email you that if needed).
