If you are talking about the ones sold on eBay by MadDog Racing, then they were made by Cloyes (recently purchased Dynagear), based in the US. But evidently they stoped making them before the buyout, so those must be leftover stock.

Cloyes is THE manufacturer for timing gears and chains. They have been OE suppliers to the big three, little five and about everyone else. Their products have always been sold in weird branded boxes for the aftermarket.
