CRT help

I recently checked out my CRT and found that the voltage going into it was in the 100mV range. Upon talking to the local buick service manager, I was told that the voltage is probably grounded out somewhere. I checked out the twin cable (it was good). But the voltage coming out of (I guess you would call it) the amplifier, was 100mV. Does anyone have any suggestions as to the problem or a possible solution? I'm the type of person that would rather sit down with a soldering iron then start throwing money at it.
