DaveBerg
For judging any color is permitted as long as it was available from the manufacturer for that vehicle at the time of production (model year). It does not have to be the original color that particular car was painted. For seat covering, assuming you mean the actual fabric, the same principle applies, it must have been available for that year/model vehicle at the time of production from the manufacturer. Now it can get a little tricky here. You want to be careful that if a certain color exterior was ONLY mated with certain color interiors and you differ from the possibilities then you could face a color deduction, even though both were available as outlined above it would have been impossible for that particular vehicle to have looked that way. This is a rather scarce event in judging. When it does come up the team captain will (should) ask the owner for documentation. So if you are going to paint the exterior purple and do the seats in mandarin orange make sure you have the factory literature that says it could have been done that way. Hope this covers your question for you.
