Franklin cylinder head bolts (studs) didn't come into use until the detachable heads were used starting in 1930. Plus, there were no torque ratings back then. Best you can do is use modern toque ratings for the same size bolts. And use the mild steel rating because heat treating fasteners was not as consistent as today.
