Please date this car

What year is this car?.23" tires. No ring on hubcap that says REO. No provision for starter or generator. Cloth covered dash.

It appears to be a hodgepodge. It may be a 1914 REO with the wrong fenders and wheels.

Update, it is titled as a 14. Definitely has REO fenders by the unusual bulge that was formed in them. 

 Also found the starter generator under the floorboards. 

 Motor turns over. Yay

The data plate on top of the generator would be type OB or B for 1914.

1915 would be a type 165-B

1916 does not have the distributor mounted on the generator.
